Skipping a cookie banner does not itself count as accepting cookies. Google tags follow the consent settings already configured on the website.
If the agent uses a browser where the user previously accepted or rejected cookies, the consent management platform may apply that saved choice when it loads.
What happens depends on whether the website uses Basic or Advanced Google Consent Mode:
- Basic Consent Mode: Google tags remain blocked and send no data to Google unless consent is granted.
- Advanced Consent Mode: When the relevant consent settings are denied, Google tags may send limited measurements without cookies but cannot read or write advertising or analytics cookies.
Some AI agents do not run JavaScript. If the cookie banner and Google tags rely on JavaScript, they may not load at all, meaning Consent Mode may not operate during that visit.
