What are CHIPS  (Cookies Having Independent Partitioned State)?

CHIPS (Cookies Having Independent Partitioned State) is an experimental technology that allows developers to opt-in to partitioned cookie storage for third-party cookies. 

Without partitioning, third-party cookies can track users across multiple unrelated sites, leading to cross-site tracking. CHIPS addresses this by allowing legitimate uses of third-party cookies while blocking cross-site tracking, enabling state persistence for embedded content like maps or chat widgets across a domain and its subdomains.
